Tax-Free Shopping in Japan: How It Works and What Changes in November

Shopping is a genuine event on a Japan trip: the drugstore haul, the Don Quijote trolley of chaos, the camera or the skis that cost meaningfully less than at home once the tax comes off. For years the deal was beautifully simple, show your passport and the 10 percent consumption tax vanished at the register. That deal is changing, and the date matters: from 1 November 2026, Japan switches to a refund system. If your trip is this ski season or later, you will be shopping under the new rules, so here is how both versions work.

Until 31 October 2026: the instant discount

Fly before the end of October and nothing changes from the system travellers know. At stores displaying the tax-free logo, spend at least 5,000 yen before tax at the same store on the same day, show your passport at the counter, and the consumption tax comes off there and then. One long-standing footnote worth knowing: goods have to leave Japan with you, as purchases shipped home separately no longer qualify for the exemption.

From 1 November 2026: pay first, refund at the airport

From November, the discount moves from the register to the departure gate. You pay the full tax-inclusive price in store, your tax-free purchases are registered against your passport, and you claim the refund by completing the procedure at the airport before you fly out, where your purchases can be inspected. The upside is that the system also gets simpler at the same time: the old distinction between general goods and consumables, with its separate rules and sealed bags, is being removed.

Two practical consequences for travellers. First, budget for the full shelf price on the day, because the tax comes back later rather than never leaving your card. Second, build extra time into departure day: the refund step joins bag drop and security on the airport checklist, and race-through-the-terminal exits will cost you real money in unclaimed tax.

What stays the same

The bones of the scheme carry over. You still need to be a temporary visitor, your passport still does the work, and the threshold is unchanged: 5,000 yen before tax, same store, same day. Tax-free counters remain concentrated where they always were, in the department stores, electronics giants, drugstore chains and the mighty Don Quijote, whose multi-floor branches in Tokyo and Osaka are a full cultural experience with a tax-free counter attached.

For big-ticket items, it pays to shop deliberately: one store, one receipt, over the threshold, rather than bits and pieces everywhere. Keep every receipt in one place, and do the maths at full price so the refund is a bonus rather than a budget line.
